33 hectare urban wasteland and historic headquarters of a pre-war munitions factory, the La Cartoucherie eco-district is in full reconstruction. If part of it is already finalized and appreciated by Toulouse residents, the third phase is about to see the light of day. Jean-Luc Moudenc (Mayor of Toulouse and President of Toulouse Métropole), Annette Laigneau (Vice-President of Toulouse Métropole responsible for town planning and urban projects) and Nadia Soussi (mayor of the district) presented the rest and end of this gigantic development project.
A 3rd and final phase respectful of the environment
Les Halles de la Cartoucherie (opened in September 2023) and a few thousand homes have already been built, but this new district (located on the de Purpan) has not completed his transfer. Indeed, the 3rd phase of this colossal project will mark the completion of the development operation carried out by Toulouse Town Hall; and this is intended to be respectful of the environment with:
- A reduction in heat islands and the preservation of biodiversity (planting of trees, natural soils in open spaces, etc.). .);
- Soft mobility (pedestrians, bicycles, etc.);
- A huge park accessible to all Toulouse residents.

Like the rest of the eco-district, this final stage will also host a mixed program, made up of several types of housing ( 259 private and 158 social), a student residence and its university catering roomof more than 400 m², a 4th car park with 460 parking spaces, equipment shared publicof Toulouse Town Hall of approximately 4,000 m² (with a forum, Une Maison Toulouse Services, a media library, a game library, a social center, etc.), but also and above alla large 1 hectare park which should open to the public in the summer of 2026.

Zoom on the park
This is undoubtedly the strong point of this last stage: the presence of nature in the city center thanks to the creation of this large park open to all which will overlook Avenue de Grande-Bretagne. This green space will thus highlight the trees already planted, while increasingthe plant potential of the siteand developing biodiversity. But that's not all since it will also meet environmental demands: it will have a hydraulic function for rainwater management and will include a space for storage and re-infiltration of rainwater.
Divided into 3 operational phases, the work to develop public spaces in the first phase started in June 2014 and will therefore end by 2027 with a phase which responds to several challenges: island of freshness and vegetation, biodiversity, quality of living spaces, health... An innovative and daring eco-district, very well served by public transport, which has continued to attract crowds.
